Technical Project Coordinator W/M Based in South Sudan

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization created in 1971 that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural disasters.

In the context of a project opening, we are looking for a:

Project Coordinator:
Development of an integrated approach for non-medical hazardous waste management in countries with limited treatment options
Intersectional pilot project in South-Sudan

Project scope:

In October 2024, OCP submitted a TIC proposal titled “Development of an integrated approach for non-medical hazardous waste management in countries with limited treatment options - Intersectional pilot project in South-Sudan”. The project was validated in January 2025.
The project aims at developing and implementing a methodology for responsible waste management in South-Sudan. This project will use the different guidance and tools recently developed by MSF to test and upgrade them and pilot new equipment and ways of working. The project will ultimately handle as sustainably as possible the non-medical hazardous waste in South-Sudan by treating the waste already stored in the mission and by defining the set-up for a long-term mission management via an intersectional country-wide Waste Management Plan with standard operating procedures (SOPs) and protocols. All these efforts will be capitalized at the end of the project to be duplicated in others missions.
The project is structured in 3 phases (6 + 12 + 6 months) for a total duration of two years:

  • Phase 1 feasibility study
  • Phase 2 implementation
  • Phase 3 capitalization.

The first phase will gather necessary information and constitutes a go/no-go decision for the rest of the project.

Main responsibilities:

  • The project coordinator is responsible for the operational management, monitoring and reporting of the project.
  • The project coordinator will set up since the beginning a clear governance within all the different stakeholders involved (internal and external) and good communication practice.  He/she will explore the value chain for the handling of non-medical hazardous waste and together with the project team identify a responsible for each step. The project coordinator will ensure collaboration and communication with the project team (focal point for each MSF entity in South Soudan) as well as the project board and the advisory board.
  • During the first phase the project coordinator will oversee the inventory and segregation of waste covered by the project, for each MSF projects, identify and assess exporters and recycling opportunities in the region. This will allow to update the budget for phase 2 (transport, export, interim storage) and to progress toward the implementation of the project.
  • During phase 1 the project coordination will identify relevant authorities involved in waste export, define the process to follow and initiate discussions with exporters.
  • The second phase consists in the implementation of the project. During this phase the project coordinator will be joined by a Watsan manager to ensure proper transport and storage from the projects to Juba, work on volume reduction (including R&d test and pilot) and follow the exportation process.
  • The third phase is focused on capitalization. The project coordination will evaluate all elements needed to routinely treat the hazardous wastes from MSF’s activities in South-Sudan and define with the project team the Country Waste Management Plan in South-Sudan.
  • He/she will finalise the return of experience report and adapt the SOPs to facilitate duplication in other missions.

Job requirements:

Education:

  • Bachelor’s degree in business administration, Project Management, or a related field (Master’s degree preferred).
  • Certification in project management (e.g., PMP, PRINCE2, Agile) is highly desirable.

Experience:

  • Minimum 3 years of experience in project management, including at least 2 years working on innovation or governance projects.
  • Demonstrated experience in stakeholder management, governance design, and cross-functional team collaboration.
  • Field experience with MSF is an asset, experience in several OCs would be valuable.
  • Experience in managing complex projects in countries with limited resources.
  • Experience in institutional fund management and reporting.

Knowledge and skills

Technical Skills:

  • Proficient in project management methodologies (e.g., Agile, Waterfall, Scrum).

  • Strong knowledge of stakeholder analysis and engagement strategies.

Languages: Fluent English essential + Fluent French is a plus

Specificities of the position:

Status: The project coordinator position is for 24 months, subject to approval of phase 2 and 3.

For the first phase of the project, the person will be based in Juba (South-Sudan). For the rest of the project, phase 2 and 3, the location can be negotiable but with regular presence in Juba.

Salary conditions: Salary level 13 according to MSF grid and experience.
